We went through this BAD with my Westie.

What worked for us was a loud No bite or Ow! then hand her something appropriate for her to chew on. As soon as they bite you, pull your hand away- no more petting/love. They learn quick!

Also, the talking Elmo (like $12 at Wal-Mart) was a life saver!
