Yes, it sounds pretty normal.

When he's being fearful, don't force him. Let him approach the other dog when he feels comfortable. Bunjee is still pretty young, right? Older dogs tend to be remarkable tolerant of pups. However, you want to be ready to intervene in a heartbeat in case of trouble - you don't Bunjee having bad experiences.

You want to expose him (in a positive way, of course) to as many strangers and as many other dogs as you possibly can while he's still young! Some say "a hundred strangers and a hundred different dogs" by 6 months, with the vast majority happening before 4 - 4 1/2 months. As Bettyeanne shared, it is very difficult to overcome a lack of socialization in an older dog.
