"Micro mini teacups" and similar terms are usually considered such in referring to a dog being less than 2 lbs in my experience...I see you are in CA too...apparently they are rather popular here...unfortunately.

I got one of my dogs at what was estimated to be almost 5 months of age, he was less than 10 pounds and wasn't supposed to be over 12...by 10 months he was 17 lbs...he is now 21 fully grown at 2 years. I believe 9 months is the cut off for usually considering a dog fully grown (per my vet) but it depends on the breed too.
