My honest opinion towards "debating" is that not everyone has the ability to do so while following the YT guidelines. It is proof that the controversial topic threads most likely end up getting closed for various reasons. Most of which is due to personal attacks against other YT members or going way off topic of the original thread.
Speaking as a moderator, I feel that the moderators would be spending too much time monitoring the "debate" threads while more positive time could be spent welcoming a new member, helping someone w/ a Yorkie question, researching/learning information I seek out personally myself, or admiring all the photos, etc...
I have high hopes to someday see the topics that are already posted within YT stay on topic and not get heated with insults and hurt feelings.
