I had not heard of these in dogs before but with the words papilloma and virus I thought I knew what they were (I'm an RN who used to work in Labor & Delivery and saw genital papilloma virus on humans). These califlower looking warts can be contagious but usually go away on their own and don't cause any problems. Human warts are spread by sexual contact and it appears that canine oral papilloma virus warts are spread by direct contact with the wart and maybe in oral secretions. Fortunately these can only be spread species to species so yes your Yorkies are at risk of getting these but you are not. If you do a web search there are lots of sites that will come up with good information. Here is a pretty good site with good information.
