The CET water additive contains xylitol which is toxic to pups. It's probably a very small amount, but I wouldn't be comfortable with it. They do have another rinse though that would be fine.

Two to three times per weeks is not enough to prevent tartar. Once to twice daily for best results..

If she is old enough to be spayed, she is old enough for her teeth to be cleaned. She may not need it though. A very small amount of tartar with a healthy looking mouth does not necessarily require a tend. The vet should asess whether one is needed.

Is she retaining any baby teeth?
