You can either buy a small carrier now and upgrade later or buy the larger carrier and stick a big blanket in the bottom to take up most of the space while the puppy is small. You don't want the baby to being swimming in the bag or they likely won't feel safe and the carrier will be a "bad" place.

Personally I would start out with a cheap carrier- mine DESTROYED their carriers when they were babies because they chewed constantly in there. I would have been really upset had that been my kwigy bo.
