Ok, this might sound weird but I use a squirt bottle and pop my Satchmo in the butt when he won't listen to "quiet."
Doesn't hurt, surprises him enough to stop the barking and doesn't cost really anything.
I am sure it wouldn't work for all dogs or even for the crazy, frenzied doorbell barking, but it does work if he is reacting to his shadow (or mine) and won't listen to my "quiet" command.
