The hair is normal (but does need to come out). It's possible that she does have an ear infection if she's skittish about having her head and ears touched.
If she's skittish just because she's not used to being touched there, then make it a positive experience for her. Lots of treats and praise while you are lightly touching her, gradually increasing the frequency and pressure you use to touch. Some dogs are afraid of anyone coming at them from above; you could try approaching underneath her chin first and then moving up to the ears.
