What types of food are you making her? Have you put any weed killer or fertalizer on the grass? Are there weeds she could be getting into? Sometimes wool in carpets will cause the same reaction.
Generally with oil hair it's caused by some type of dermititis. Get a good gentle oatmeal shampoo AND conditioner. Conditioning is very important, and especially the oily skin problem. Without conditioning, the oil just comes back quickly. Then as a final rinse, use the BRAGG brand vinegar to rinse.
