I have the same problem with Zach who is 10 months old. Zoe took almost a year to get housebroken. yorkies are sometimes very hard to housebreak. I wont use a crate for housebreaking. I think an x pen is much better. You really have to confine them and not give them the run of the house I put the pee pad right outside of the pen and when he goes on the pad he gets a treat and when he goes on the floor he gets a time out in his pen. It's starting to work now. Oliver our 11 week old shih tzu is 99 % housebroken. I found that puppies are like kids. They get busy and forget to use the potty especially when they're playing. Don't get discouraged. I thought I was going to flip out with Zoe but now she's perfect at 15 months old.
