If that's the case, you might consider an adult dog (10+months) that way, you can be guaranteed size. One other thing I want to point out, a dog's measurements can be small, and dog's weight might not. I've seen a dog that was much smaller that my boy, but she weighed a full 2 lbs more. She was a tiny petite thing, was not over weight, but weighed more. 2 of my boy's yorkie friends are taller than him, yet weigh less.
