A good pen set up will allow for a indoor potty option, thus lessening the possibility for accidents. Plus you can line the bottom of the ex-pen with a plastic tarp, or place it on a hard floor area. Usually, if you set up the pen right, they will have food/water, bed, toys, and then a pee-pad/ugo-dog/potty patch, etc. This would be much more comfortable for your pup, rather than having to wait 8+ hours to pee everyday.
For the excessive urination, I'd check with the vet to ensure he doesn't have a UTI, and if that comes up negative a neuter would probably be best.
