This is what I was thinking as well- she may have been attempting to shave the hair between the pads on the paws and cut the pad by accident. I have never heard of the actual pad being shaved and can't imagine there would be a reason for it. Also if she actually shaved the pad it would be much worse then a few small cuts.
The great thing about Yorkies is that their hair can just grow and grow. If you don't have the money for a full grooming you can always bathe them yourself and trim their face and feet yourself. Then just take them in for their nails and a sanitary clip if you are too nervous to do those yourself.
