what do you mean "shaved down her pads"? Do you mean the hair in between the pads or the actual black pads themselves? The hair part is quite normal and is a standard part of the groom. Doing anything to the pads besides rubbing some sort of salve on them is unheard of for a groomer.
Also, remember, you get what you pay for. I know things are tough but never go cheaper and compromise on anything pet related. Typical groom for a yorkie here starts at $55 and I'd be leery of someone charging 40 or less.
