I'm not clear on how upset you really are. Sounds like you were doing the right thing by having the male neutered, but why have you never spayed the female? It almost sounds like you want puppies. And you haven't done anything for the female so far, so what do you mean, "am I doing the right thing . . .?" She needs to be spayed immediately, which really is the best thing for her health and should have been done about 9 years ago. IMO
