A Biewer is a Biewer if it is born to two registered Biewer parents. If it's markings are not symmetrical/or to the Biewer standard, it is still a Biewer, just not a 'standard' marked Biewer. This is the same as having a blue and gold yorkie that is not marked correctly to the standard, with bronzing or incorrect colors or whatever.
