Shaken Puppy Syndrome is usually something that can improve with age. It is a hypomyelnating disorder of the central immune system. Personally, I'd see a board certified neurologist for an exact diagnosis on this kind of thing and to see if an MRI and CSF test is the way to proceed. There are many differential diagnoses, one of which is Cerebellar Hypoplasia - Teddy has this condition and it has been noted in the Yorkshire Terrier. Teddy has tremors that increase upon excitement and disappear/diminish at rest. Here is a link to hypomyelating disorders in the Merck Vet manual
