I think by 7 months you should be able to see if her teeth have all come in or not. But like everyone else before me said - why put her under anesthesia another time - do both the spaying and, if needed, any teeth removed at the same time. She may not get any bigger than what she is now (all dogs develop differently) so the size doesn't really matter. What does matter, and what is extremely important - is to have bloodwork done on your puppy before you put her under anesthesia. Mine was only 2.7 lbs when he was put under - and he did just fine!
