Have you tried giving treats while bathing? I just do my little guy in the kitchen sink and keep treats nearby. As we go through the process I give him treats. One after he gets wet at first, then after shampoo, then after rinse, then conditioner, etc. If you give a high value treat it will be even better. I have tried using the clicker during bath too, since we do clicker training, and click when he is being a good boy. He HATES water doesn't enjoy his bath, but tolerates it.
