Then big brother would have his hand in one more piece of the American pie, so maybe it wouldn't be worth the hoops one would have to jump through (and pay to jump through to boot). And there's always the possibility of driving breeders "underground" - can't regulate everything. Look at existing regulations of some cities (I believe my city says can't have three "breedable-age" dogs without declaring themselves a kennel - then have to pay city kennel license etc) - But no one checks to my knowledge, at least I've never heard of anyone getting nailed for having one over the dog limit...short of the occasional dog hoarder that has gotten nailed in the out lying counties.
I was teasing...there is no certification for breeders. You can get a license in many counties, but it is the same as a drivers license...just because you have a permit to drive in no way means you are good at it.
