It could be several things....

demodex mange
Sarcoptic mange
Environmental allergies
Food allergies

Have you switched food lately? Have you used the same food for an extended period of time?
Are you feeding high quality food? Most commercial dog foods contain corn..which is a common allergen for dogs.
Have you changed shampoos? Detergents?

Like mentioned earlier...it could be several things but but only a Vet will know for sure..

If this has been going on for 2 weeks...your baby has to be absolutely miserable...please get him to the Vet so he can get some relief asap.

In the meantime you can give him 1 mg per pound of Benadryl to make him a little more comfortable until you see the Vet. (If he's 7 lbs..give him 7 mgs.) up to 3 X's a day.

Please keep us posted on how he's doing.
