I did not know of any Breeder's Certification Board - (the long time experience breeders here might know of its existence/what it's about) - depending on what it's about, when I think about it, it might be a good idea...add some legitimacy to a breeder possibly (if it was like a state license/pass a test of knowledge, etc) I don't know..
Then big brother would have his hand in one more piece of the American pie, so maybe it wouldn't be worth the hoops one would have to jump through (and pay to jump through to boot). And there's always the possibility of driving breeders "underground" - can't regulate everything. Look at existing regulations of some cities (I believe my city says can't have three "breedable-age" dogs without declaring themselves a kennel - then have to pay city kennel license etc) - But no one checks to my knowledge, at least I've never heard of anyone getting nailed for having one over the dog limit...short of the occasional dog hoarder that has gotten nailed in the out lying counties.
