LOL, the three Ps!! Great rule.
I have neighbors who carry their doggy treats in poop bags to give the appearance that they pick up after their dogs.
My neighborhood is relatively small and an enclosed loop, and yet people have no shame about not taking care of their dogs' business. There are dog piles about every 2 feet on our walks.
