Personally, I think the owner just didn't want to admit that his dogs were not under his control. They were both wearing choke chains, and get corrected through "spanking" which is a clear indication that he does not have full control over his dogs.
The lesson here for you is to never allow him to approach a strange dog. You never know what they are going to do. Many are unpredictable in behavior. I've seen dogs bite other dogs that have never bitten before. So...just my input.
