9 weeks is very young; you have to make sure she eats and drinks. Did the breeder not send her home with any food?

Hypoglycemia is an issue with the young,tiny dogs - so have some nutrical on hand if she is not eating properly.

Try some different samples if she is not eating anything. Consider putting on her kibble: organic or homemade chicken broth (no salt or seasoning); cooked carrots; cottage cheese; sprinkling with a little parmesean cheese OR mixing with some canned food.
