Yes, it is relatively safe as long as a good anesthetic protocol is used. It's less safe to leave her unspayed and risk pyometra which would be treated by an emergency spay while she is very sick.
They are usually back to themselves within a week. Personality change is possible, but not probable. Watch the amount she is being fed.
