One of my Yorkies' first heat lasted over a month. Someone suggested to me it was a "split heat" - apparently common for the first heat.
Took her to the vet they said the same thing - that they see it frequently, sure enough she eventually went out...and didn't come back in for 6 months, which was a regular heat.
But I agree - at least a call into the vet is warranted.
