Some Yorkies have ears that don't stand up for one reason or another. You would be able to tell if it is a physical reason or a behavioral reason. If the ear flaps are hanging, sounds physical. When it is behavioral, the dog will curl them down almost around the back of the head.

Do you keep the ear flaps shaved? The weight of hair can cause the ears to flop.

The other behavior you described, being fearful of anything new, is a training issue. Take your pup for daily walks and take her places as often as possible to expose her to new things. Build up her confidence by always being calm and confident yourself. Don't coddle her or comfort her when she appears fearful. If she is afraid of an object, teach her to "check it out." If she moves near the object or person even slightly, praise her and give her a treat. Do this for each step she takes, or if she sniffs the object. Make everything an enjoyable and rewarding experience. Lots of exposure is key.
