Has she been given a clean bill of health?

If so, and you think she is not eating properly; you might think about a food change. What is she on now?

IF she is healthy - then it just sounds like she needs more interaction to keep her active. Playtime, squeaky toys and balls; something to chew on; daily walks; all these will help to engage her in play and that will help to build her confidence as well.

She is old enough to be around other people and dogs; I highly recommend a puppy class. Not too taxing; lots of playtime with other puppies.
