I have read here on YT of odd patches of hair growing in various places on the body. Sometimes the texture of the hair is different, sometimes the color, and sometimes both, as in your case. Some of the unusual patches occurred where shots were given or where the dog had been bitten by a bug. Some were a complete mystery. As long as the skin looks okay, I don't think you need to worry.
