Default Barking at others

I live in a townhome community so when Charlie (he's about a year and 4 months now) and I on our walks we do run into others quite often. Now I THINK Charlie feels the whole townhome area is "his" because he doesn't have this problem when we go to malls or elsewhere. So when he sees somebody he'll start going BALLISTIC. His tail goes straight up and he'll start barking like a maniac, trying to run after them, and seems to not hear me when I'm telling him no, correcting him with a tug on the leash/harness, or using the SH technique. He won't stop until they're out of his sight. I'm sure he's just trying to protect what's "his" but I would love for others to be able to pet him or even stop to admire him ;] However, people do quite the opposite of that! He wasn't like this when I use to take him on walks as a puppy but all of a sudden it started one day. Does anybody have any suggestions? HELP!
