My dogs get something similar. I think it's concentrated urine that stays on the hair and keeps accumulating. I found that trimming the hair back helps. If you are using baby wipes, they may irritate, try changing brands. Also, it could be a UTI... is she urinating more frequently than normal? Has she had UTIs in the past? If so, a urinalysis would be a good test to help determine what is going on with her. If the urinalysis comes back positive for infection and/or crystals, then an xray and an ultrasound of the abdomin would also be a good thing to check the kidneys, bladder, liver and gallbladder. A Bile Acid Test would be good to do too.
