That's what I do with Kaji. I can claim that someone is with him all day, everyday, but I think that he could still slip out. I do call him Super Secret Ninja Yorkie for a reason. God forbid he's ever out without any form of ID that might bring him back to me. So, Kaji wears a cat break away collar.
I also don't put the Home Again yellow tag on him because I'm afraid someone will call and try to change his information without me knowing. I'm so paranoid! That's why I carry the yellow tag on my keys.
