I have an idea but need clarification. I use a hand dryer with low heat setting so I do not dry out their skin/oils or accidentally hurt their skins
Hand held dryers are fine. You are using it correctly. I make sure not to hold the dryer too closely, and I constantly keep it moving. Dog exhibitors use no heat so that it doesn't damage the coat.

Some groomers put dogs in a crate with a dryer attached to the door. The dog is not monitored and cannot escape if the dryer becomes hot. I am of the opinion that these dryers should be banned because they have injured dogs badly. One Yorkie here had his chest severely burned by a cage dryer.
