I was going to suggest the tray that jojomima suggested. We had that one. Hot Rod was using the pads on the carpet at first so when we introduced the tray, he was a bit leary of the feel of it under his paws. He did finally do well with it but it did take a little bit of time. As he got older and bigger, he did start to pee at the end of the tray so we opted to remove it. He's pretty good at the pads now and no issues with tearing the pads up.

Have you tried washable pee pads? I will be offering them in my product line.
