Personally I'd like to see high school and even college students improve their English skills. We do peer review in English here. Same here, and I really think it starts with the elementary school...and of course parents. I was reading before I entered kindergarten, granted they were very simple books, but I was reading. I was shocked in 9th grade there were Juniors in my class who were barely reading at a 1st grade level. And it wasn't uncommon in my school for that to happen. People somehow managed to graduate without knowing basic grammar skills, and it seems like no one seems to care!
