Or you could try using a harness type vest that might be more comfortable for him that he could wear during the day and get used to. Then when you bring out the leash to attach to it he'll know its time to go out and you can treat him. When Oliver was a puppy walking him was such a task because all he wanted to do was chew on the leash and play haha. I finally used a ball outside to allow him to chase that while on the leash to revert his attention to something else. When I could get him to run on the leash while chasing the ball he eventually would take walks. Just a thought, best of luck!!
