 try yogurt
I also have a yorkie who used to have bad breath. He has had regular dentals each year and i work at the Veterinary CLinic and he has regular check ups so i know its not his teeth. But someone recommended adding a tsp of plain yogurt with live active cultures in it. And it helps their digestion, and helps their breath a ton!!!! It has helped mine alot.
