Piper's ears didn't stand until she was I think 5 months old.

As far as taping, something the breeder did for my GSD (that I also did for Piper) was after you tape the two ears, tape the ears together, almost like a handle.

I'm not sure if this is the proper thing to do, but it worked for Piper.
