I had one like that years ago, so forgive me I don't remember what my Vet called it. However, he explained it was actually dry skin that made the oil glands work over-time which produced oily hair. He gave me some medicated shampoo that smelled and looked like tar. I used it every 3 days for a couple of weeks, and no more oily coat.
