If a dog's anal glands are full and not expressing on their own, they can rupture and abcess, requiring surgery. Best to have them expressed when full... usually a diet with more fiber can help.
As for the smell... if it's her skin, and she feels gooey or sticky shortly after a bath, all over, then she could have a yeast infection on her skin. Let your vet see her, but don't bathe her before the vet sees her, let them see her right before you would give her a bath, so they can get a better idea of what's going on.
