sounds like she needs some bleach in her gene pool to put it mildly.
I am not sure what sort of leash laws you have there but I'd have been on my cellphone calling the police...my little girl is only 3.6lbs and it appears my new rescue also has other dogs will not go near my new mama issues.
even our dog park around here has rules and regulars and spaces for smaller dogs which thankfully everyone actually obeys.
My daughter takes her pom there all the time.
Its pretty darn sad you can't take your dogs for a walk and have some quality family time without running into people like that.
so if this is a local park look up the laws and put the police station into your cellphone she tries it again and I sure hope she has everything in order...tags shots etc.
