Most good breeders can tell some personality traits very young. For instance a puppy who is dominate or fussy or very laid back can be seen in the whelping box. I notice more "personality" at about 3 weeks when they start playing and rough-housing but I know the puppies very well and I'm with them all the time and have the luxury of watching them constantly. To the average buyer you can usually tell if the puppy is outgoing, timid etc at 6 weeks but often it can be later to pick up more of the personality. That's why it's so important to pick a good breeder so they can help you. They know the puppies the best and should be able to tell you personality if you want something in particular.
