I didn't say they were not safe- but if they OP is having a problem with their dog getting choked by a harness then they need one that doesn't touch the neck and the puppia style ones do still go near the neck. I have used them before and don't mind them but if a dog pulls they are going to have pressure on their neck. Whereas with a step in they will not.
