I re-measured my boys:

Maximo with the 15 inch chest wears the BB size 4 on a tight setting

Teddy with the 14 inch chest wears the BB size 3 on the 3rd hole in from the end of the belt.

There may be something about the cut of the 3.5 that doesn't fit your dog's body right. The half size was intended for little dogs with large chests.
