Fence is right. Why aren't the neighbors keeping their dog on their own property? Your yorkie is doing what is natural. He's in his own yard and is being territorial. That GS is going to grow up to be a big GS and I wouldn't want to take any chances with my yorkie. They need to keep their dog in their own yard and not let her roam wherever she pleases.
