Maximo had something similar, a bump on his upper eyelid. I put warm compresses on it and it started to develop a head, like a pimple. I very, very, very carefully squeezed it and a bunch of stuff came out of it. Please don't try this unless you and your pup work well together, and don't over-squeeze. If nothing comes out of it easily, don't keep squeezing.
It wouldn't hurt to keep doing warm compresses until the bump resolves on its own. Maximo's took about 10 day to completely go away. I think his was a stye or infected follicle.
If there are any changes in size or discoloration, or if the lid swells, or your pup shows any discomfort, see your vet immediately.
