I as well have the same problem with my Maltese, Romeo. He went through the shots at the vets office once every 6 months he did that 3 times in 2 years. I now have changed to Blue, Chicken for small breed. I thought it was helping but he started the itching again. So I put him on California Natural grain free. All was good until tonight and he started itching his muzzle area and his feet. So I think the next thing is a Allergist. Good luck on your little one.`
