I would not "dye" my yorkies, but only because I LOVE the STANDARD yorkie coloring. But I think it is absurd that Florida has a law against it. If they limited it to allow vegetable-based safe dyes, that would not be so bad. But I think if I wanted to "color" my dogs hair with one of the vegetable-based pet approved products, food coloring, or Kool-aid and some ridiculous law enforcement officer ticketed me --- I would fight it and probably WIN on the law being unconstitutional and extremely silly.
I do not think they can be hurt by the products like food coloring and Kool-aid (which I hear works very well and washes out more easily) or the made-for-pets products. Coloring their hair is just one more primping, pampering act some share with their pups. I color my own hair. I allowed one of my sons to get "highlights" when his girl wanted to accent his "beach boy look" and I just don't see the problem if people want to color their dog's hair either. People who do this are usually the ones who love to go overboard with other pampering acts for fun
with their pet. They are not abusing them, they are just sharing an experience, having fun, carpe diem, enjoying life with their yorkie family member. While the pet will probably not enjoy the act of coloring their hair (anymore thn they would a shampoo), I am sure they will bask in all the attention it gets them afterward.
I say if you want to
color their hair (notice how I am staying away from wording like dye/dying/etc), paint their toenails, give them a mohawk or corn rows -- as long as you do it with love -- go for it. Life is too short to take it too seriously.

I know I started my post with "I would not
dye my yorkies...." but I may just have to challenge the FL law the next Halloween and "
color" my yorkies with some Koolaid. The color will probably only "take" on the tan parts but that would be enough for a cute look....maybe green for Ben and purple for Annie. Then maybe Candy (our Jack Russell) could be all orange. Those are great Halloween colors.
